Overview

Pay a BBPS bill using fetch_id from bill-fetch.

Notes

Bill amount is debited from the developer wallet before the provider call.
Operator commission (if configured) is credited on success.
Failed provider calls refund the wallet debit.
orderid must be unique per BBPS payment.
